5 To sanction expenditure on water, electricity and Telephone call charge (excluding shifting installation & trunk call charges) in respect of the dispensary Full powers within the Budget provision subject to the condition that when expenditure on telephone bills exceed Rs.400/- per quarter reasons for excess expenditure on telephone calls are given to the D(M)D and his counter signature are obtained on the contingent bill in token of sanction before payment (vide O.O. No. 100(G). Full powers within the Budget provision subject to the condition that when expenditure on telephone bill does not exceed 600 local calls per month including free calls.
6. To sanction expenditures on repairs of BP apparatus, Electric sterilisers, Scissors, Autoclave, Centrifuge Machine, Minor Surgical instruments, Diagnostic & other Medical Instruments etc. Up to Rs.100/- per item at a time subject to the condition that cost of repairs incurred from the date of purchase does not exceed the 2/3rd of the cost. A monthly report of such expenditure should be sent to D(M)D (vide O.O. No. 100. Dated Nil.) Up to Rs.500/- per item at a time.
If amount is more than Rs. 500/- normal purchase procedure in consultation with Accounts subject to power given to ADI's.
7 To engage part-time sweepers/daily wagers in the dispensaries. Full powers subject to the condition that part-time sweeper is not paid remuneration exceeding Rs.8/- per month (vide O.O. No. 609(G) dated 6.3.69). Full powers subject to the condition that part-time sweeper is not paid remuneration exceeding Rs.25/- per occasion.
Daily wage rate as prescribed.
8 To sanction an amount of conveyance in respect of all categories of staff in dispensaries if admissible under rules/instructions. Up to Rs.150/- per individual per month (vide O.O. No. 1072(G) dated22.2.89). Up to Rs.150/- per individual per month.
9 To sanction and to make payment of conveyance charges to IPs who or whose family member are referred to Hospitals/Specialist Centres for specialist consultation & treatment or its patient treatment, provided that they are non-ambulatory cases and it is certified that ambulance was not available. Rs.150/- in each case at a time subject to the observance if instructions and conditions laid down by the HQ office from time to time.(Vide O.O. No. 894(G) dated 23.9.82) Full powers as per prevailing state govt. rates for TSR/Taxi.
10 To sanction expenditure on miscellaneous & contingent character. Up to Rs.100/- at a time with no financial limit.(Vide O.O. No. 894(G) dated 23.9.82) Up to Rs.500/- at a time.
11 To sanction & make payment of charges to IP with regard to purchase of drugs by the IP & their family members and staff members. Up to Rs.150/- in each case at a time provided the drugs are duly prescribed by the competent authority and are not available in the Dispensary. (Vide O.O. 14 To incur expenditure on emergent repairs to the extent this expenditure will be over and above the powers to sanction the amount on repair & maintenance of Plinth area basis. Rs. 1,000/- per annum.(Vide HQ letter No. V.17/11/1/82-Constrn. Dated, 28.2.86 Rs.2,000/- per annum.
15 To draw a temporary advance when necessary. Rs.1,000/- this funds will be replenished as and when necessary on receipt of contingent bills etc. by D(M)D. As per requirements of individual dispensaries. This funds will be replenished as & when necessary on receipt of contingent bills etc. by D (M) D.
16 To engage a substitute sweeper on leave vacancy in the dispensaries & pay him remuneration out of contingencies. Full powers subject to the following conditions:
1. The absence of sweeper is due to regular leave or resignation or transfer or for any valid reason.
2. When substitute is engaged on daily wages basis he is paid at the rates approved by Local Municipality /State Govt. for that category of staff.(Vide O.O. No. 1060(G) dated, 2.11.87)
Full powers subject to the following conditions:
1. The absence of sweeper is due to regular leave or resignation or transfer or for any valid reason.
